An institutional website completed by a back-office platform

The Patriziato di Lumino is a Ticino public-law institution that manages the community’s collective patrimony — forests, land, the patriziale hall, mountain hut, sports infrastructure — and provides services to both patrizi and the wider population. It needed a digital presence that did two things at once: communicate transparently with citizens and reduce internal administrative work.

The solution

An integrated ecosystem: the public site patriziatolumino.ch and an internal administrative platform built on the same custom Laravel stack. The front-end is a modern institutional portal with assemblies, documents, albo, official notices, property management, photo gallery and a virtual desk; the back-end is a real working area for the Council, the Management Commission and the secretariat.

Citizen virtual desk

Public forms with anti-spam for hall booking, kindergarten classroom requests, woodcutting authorization, public land occupation, gym. Every request is tracked, notified and handled back-office — fewer emails, no paper forms.

Electronic meetings

A dedicated module to run the meetings of the Patriziato Council and Management Commission: agenda, votes, minutes, attachments and historical archive — fully digital, fully minuted, fully auditable.

MCA2 integration

The platform operationally supports the MCA2 framework — Cantonal Harmonized Accounting Model 2, the Ticino cantonal standard for public institutions: chart of accounts, journal entries and reporting in compliance, designed to assist the treasurer and the management commission, not to replace them.

Transparency and audit

Built-in audit log on every administrative action, document management for messages and reports, interactive parcel maps of patriziale properties. A system designed to last and to remain consultable years later.
