In the afternoon, selling in semiconductor stocks pushed the Nasdaq down more than 5% and bitcoin fell below 76,000 dollars. Citing CoinGlass data, CoinDesk reports more than one billion dollars of leveraged positions liquidated in 24 hours, mostly long bets, while gold rose 1.1%. France: the crypto amendments in the 2027 budget fall away

On the evening of 4 November the French National Assembly rejected the revenue section of the 2027 budget bill at first reading by 458 votes to 0. According to Cointelegraph and Journal du Coin, the rejection also removes the crypto amendments adopted in the chamber: taxing conversions from crypto into MiCA-compliant stablecoins from 1 January 2027, approved on 16 October by 38 votes to 37, an obligation to declare self-custodied holdings of at least 100,000 euros, and higher penalties for platforms, from 10,000 to 50,000 euros. The Senate receives the government's original text and can still reintroduce the measures.

Stablecoins: Samsung Wallet switches on USDC on Solana in the US

Samsung has made a stablecoin account available in Samsung Wallet for eligible Galaxy users in the United States. According to The Block and Decrypt, the service lets users buy, hold, send and receive USDC on the Solana blockchain without a separate crypto app, on about 82 million compatible devices. The infrastructure comes from the custodian Bastion, with Coinbase as sub-custodian. Transfers to bank accounts in more than 60 countries are supported, credit card top-ups carry a 4% fee and New York residents are excluded. Samsung stresses that the account is a crypto wallet, not a bank account.

Derivatives: Anchorage Digital seeks swap dealer registration

According to The Block, Anchorage Digital has filed, through the National Futures Association, an application to register as a swap dealer with the CFTC, the US derivatives regulator. If approved, the firm plans to offer European-style options on bitcoin and ether with maturities of up to one year. Chief executive Nathan McCauley gave no timeline for a decision. Since 2021, Anchorage Digital Bank has been the first federally chartered digital asset bank, supervised by the OCC.
