United States: the CFTC opens the door to perpetual futures on single stocks

CFTC Chairman Michael Selig announced that perpetual futures contracts on individual equity securities ("Equity Perps") can trade for the first time on CFTC-registered exchanges. The contracts were deemed approved under Regulation 40.3 as security futures products under the Commodity Futures Modernization Act of 2000, so they fall under the rules of both the CFTC and the SEC. They may only list on venues that are also notice-registered with the SEC for security futures. Perpetuals, which have no expiry and often use leverage, are mostly found on crypto platforms. The statement names no exchanges, stocks or launch dates.

Switzerland: Safirum launches the CHF-S franc stablecoin

Zug-based fintech Safirum presented CHF-S, a Swiss franc stablecoin on Solana, in Zurich today. According to finews, it is the first public implementation within FINMA's guidance on stablecoins: only identified wallets cleared under anti-money laundering rules may hold it, and issuance is reserved for institutional investors with a professional treasury. Safirum has joined the self-regulatory organisation VQF. The token is fully backed by accounts at Berner Kantonalbank and Banque Richelieu, and the first minter is securities firm Maverix.

Switzerland: automatic exchange of crypto information not before 2027

The State Secretariat for International Finance (SIF) published an updated page on the automatic exchange of information on crypto assets on Monday. The Federal Council is expected to approve the partner jurisdictions at the end of November 2026 and then notify the OECD. As a result, the exchange can start on 1 January 2027 at the earliest, and the legal basis will not apply in 2026.

Security: Kraken restricts accounts tied to a suspected 133 million theft

Investigator ZachXBT raised his estimate of a suspected theft from an unidentified European Union entity to more than 133 million dollars after finding another 27 million in withdrawals. According to Bitquery, the funds left accounts at Kraken, Crypto.com and OKX, and about 62.98 million in stablecoins was converted into 27,553 ETH in roughly four hours. Kraken has restricted the accounts concerned and is working with law enforcement, stating that the incident did not originate on its platform and that no customer accounts were taken over. Crypto.com blocked related funds, and OKX is looking into the matter. The victim's identity is unconfirmed.
