Binance: 90% of stolen funds replenished, the CFTC calls for rules on offshore exchanges

On Saturday Binance said it had replenished 90% of the assets taken in the hack of about 6.3 billion dollars, up from 80% on Friday, and that it remains on track to reopen withdrawals on Sunday. According to a spokesperson quoted by Cointelegraph, the funds come from the company's treasury, a partial use of the SAFU fund and part of the futures insurance fund. Customer balances in bitcoin, ether and eight other assets are fully backed; the remaining shortfall is in less liquid tokens that the company keeps buying. Binance has published a new reserves snapshot, but says the full cryptographic proof takes 40 to 50 hours to generate.

In the United States, CFTC Chairman Michael Selig told CNBC that the hack proves the case for the rules the agency proposed this month: offshore exchanges should be able to register with the CFTC and adopt the same cybersecurity standards as US markets. Asked on Friday, President Donald Trump said the case was being looked at.

According to Farside Investors, US spot bitcoin ETFs recorded net outflows of 643.2 million dollars on 30 October, the weakest daily figure since 12 October, after four positive sessions. Tokenization: Uber tests round-the-clock cash management

HSBC Bank USA, Franklin Templeton, Tradeweb and Fireblocks announced on Friday a pilot with Uber on the Canton Network. Using HSBC Tokenized Deposits, Uber bought shares of a Franklin Templeton tokenized money market fund through Tradeweb, with delivery-versus-payment settlement, and was able to redeem part of the holding over a weekend while continuing to earn yield. It is a demonstration, not a service already rolled out to the market.

Security: Chainalysis reports unauthorised access

Chainalysis said that this month an external actor using "offensive agentic techniques" gained unauthorised access to its systems and internal tools. Non-sensitive customer data such as user IDs, names, email addresses and role labels was accessed; the company has found no indication of access to investigation content, passwords, MFA secrets or session tokens. The incident is not related to the theft at Binance. Chainalysis advises users to enable two-factor authentication and to be wary of unexpected password reset requests.
